I was under the impression that all the other merchants in the game were limited to a built-in set of licenses, no matter which ones you buy, or how often you reload. The licenses are only supposed to be for the NRO, but maybe they have an effect on other merchants as well? I've only ever found Kassa gear on the C-sec guy and the Normandy guy, but I'd be interested to know if anybody can confirm whether or not other merchants have a chance of carrying it, and whether or not any other merchants are effected by the licenses you buy.

I've been trying for an hour to get an extra Colossus armor for someone but Over, and over, and over, he just keeps peddling his crappy earth made merchandise, with no sign of any other manufacturer.
No matter what I do the C-Sec guy will not reset his wares. I've visited several other planets, story as well as otherwise, and he remains steadfast in his stubborn effort to make me angry. What's funny is most of my Colussus X armor was found without even trying, I got a heavy for Sheapard, a medium for Garrus, a Light for Tali, and all without hassle, but now that I want a single light human one, it goes bananas. I think it's all about the luck of the draw. My first playthrough, years ago, I got Colossus armor as locker loot while doing the Citadel endgame part.
In fact, that's where I usually got it from. Loot from lockers and safes. Merchants even with the licenses are more difficult, it seems. Liara had Predator L which is very similar, but more shields, less damage protection. So I got Simon to give me the quarian Colossus armor. Now Tali is even more of an unstoppable geth-killing machine. Ramza1 posted Yes, I've gotten Colossus armor from the hanar merchant in the Presidium, and from the salarian down in the Wards.
I think they reset their inventory differently than the NRO merchant though. I tried buying their whole inventory once with a level 60 character once to get them to reset, and I'm pretty sure they never replenished their inventory the rest of the game.

Receiving the armor from the Officer might be best acquired by reloading saves until it spawns, but this obviously might take a while and has no real guarantee.
There are some missions that occasionally spawn it as rewards such as Bring Down the Sky. To get the armor as a reward, complete the mission in the Asgard system and make sure to find each of the three missing engineers. After finding them, report back to Simon Atwell and he will offer Shepard their choice of reward. They can then choose the desired armor class, but it isn't a guarantee that it will be Colossus. If you're looking for him, Peter can usually be found dropping hot in Apex Legends with his friends.
